Along with the ekronoplan this is one of the most fascinating unknown unexploited transportation technologies to never see the light of day in the USA. Now if you could integrate this into an atv/snowmobile you would be on to something a conversion kit would be the way to go no reason to rebuild the wheel. Ekronoplan could be a good replacement for ice road trucks in alaska.

For the history of the "screw-propelled vehicle" as it's designation was, look it up on wikipedia.As for why the soviets made it, was indeed in order to recover astronauts. The reason they didn't use helicopters was because helicopters had very limited range back then, couldn't carry much and cannot land in forested areas.So they needed an alternative in areas where normal vehicles could not go. And this is it.
